A friend of mine came up with a brilliant solution. I asked him if he minded that I made his find public and he said go for it. So here it is...
First thing needed is a Tweet Deck account. Tweet deck is a free service. That allows you to become organized with your twitter content. (Really nice program regardless of whether you use it for spymaster or not). You can find it in the resources section below. Download it and set it up.
Once you have Tweet Deck Setup. Open it.
Setting up Tweet Deck to find spymasters for your network.
On the top left of the Tweet Deck tool there will be option buttons click the twitter search button.

Type #spymaster in the search click the search button.
A column will show up for Search: #Spymaster there will be icons in the search when you point at them there will be buttons with options on them. The bottom right gear (Other options) allows you to follow people. Click the gear then go to user and click follow. By following people that are actively playing the game you will gain more followers because they will follow you back.

Then...
On the top of the page it will tell you that you are now following that person. If it says you are already following that person just simply go to the next person.
Rinse and repeat! Your spy ring will grow faster than you can imagine!
Want to get two spymasters in your ring quickly? Follow the same steps above click the search button. Type Deathnight23 hit the gear next to my name (Make sure you find me in the list other peoples posts with my name will be there also) and choose follow. I will follow you back also do the same for Dracorat he is the mad genius behind this idea.
